Need fix for clockfix

= Issue Description since the clockfix is build in the oscam, my clock has a delay +2 mins after zapping on a transponder with wrong time (redlight HD on 13east). the fix has to be modified in a way that it blocks timechange to past AND future!

actually the fix makes more problems than it solves, because after watching on a bad transponder, the recordings are starting to late. That is very annoying!

Dear developper team, please change the code that it blocks also time changes into future! then is would be a nice feature!
