orf ice caid 0648 dosn't work with oscam > 11245

= Issue Description no encryption for orf ice caid 0648, other caids (1830, 098c) works. My oscam server run on version 11245 and my vdr clients have the new version 11268 on the oscam server with the cards I see no request if I tune to any orf ice channels. After oscam downgrade to 11245 the issue was gone.
