Introduce version pipeline

WXbet requested to merge enable-pipeline into master
  • automatic tagging each commit in master branch with svn like revision number
  • automatic update variable CS_SVN_VERSION in globals.h file
  • adjust config.sh to read CS_SVN_VERSION from globals.h in case of non-git deployments
